Colin joined ICF in the spring of 2018 to work on implementation of Energy Efficiency Alberta’s Business
Energy Savings (BES) program.

With the closure of the BES program in 2019, Colin has now moved on to providing IT support for energy efficiency rebate processing on
programs with Efficiency Manitoba and the Independent Electricity System Operator (IESO) of Ontario. He has also worked with the City of Edmonton and Seattle City Light on incentive programs related to electric vehicle charging infrastructure. Through the course of his career,
he has provided support for 30+ unique energy efficiency programs targeting a wide variety of sectors including commercial, residential, industrial, and agricultural programs.

In the summer of 2017, Colin collaborated with the Town of Banff on a Master of Science capstone project, delivering a 39-page report on energy efficiency and conservation opportunities for the Town. Colin holds a B.Sc. in Computer Science and a B.A. in Psychology from the University of Regina, and an M.Sc. in Sustainable Energy Development from the University of Calgary.
